Pawns cannot go to the 1st and 8th ranks.
Kings cannot be next to each other, because then they would put themselves and the other king in check.

That's what I already did. The last move of my proof game was 42. hxg5 f5. Black made the last move and the position is reached with White to move. I don't know how to make it any simpler than that.
