Moves like this are probably played as a protest to the event. Sometimes events will make silly rules like "you can't make a draw offer until x move" so the two players play something like this and draw the game as a way of protesting the tournament structure.
The other possibility is that it was "touch move" and they accidentally touched the queen (therefore, forced into moving it), but I don't think this was the case here as the other player didn't immediately capture it.
What does round 5.10 mean? I'm thinking maybe the move makes you think and the player is trying to win on time. I still don't think this strategy should work in Grand Master play. The most puzzling to me is not capturing the Queen. If Magnus Carlson was black who wouldn't capture the Queen. You have plenty of time to protest later.

I guess the moves 3... Bd7 4 Bxd7+ were omitted in the notation. Bear in mind these are blitz games. Maybe they played too fast for the electronic board to capture the move.
