Analysing my game (2100+ Rapid rating)

Can someone say, what I did wrong in this game, that the game ended so sadly for me? I actually got lucky in this game, and my opponent abandoned the game. But still, I did something wrong here, that led to this position.  I was White, it's my second account. Waiting for some tips, how I can improve my game.

My rapid rating is not above 2100 but I am pretty sure that's where my strenght is.

Allowing your opponents to have such good piece activity and a one move blunder lost the game. Your opponents pieces being so strong made it harder for you to play the position. Your opponent had over 98% accuracy in the game review aswell so it's always going to be tough to beat someone playing that well.

Yeah, my opponent was actually a cheater, and he has already banned. In my game he abandoned the game, so I won the game, but not by the position. It's impossible to play that good (close to perfect according to Stockfish) in such a sharpy position that was in the game

It looked like the game was relatively balanced until you got your pawn structure damaged you ruined your activity to get rid of a damaged pawn structure and allowed rooks to infiltrate

At the end you also prob could have went Queen takes e2 on move 27 and prob have a winning endgame advantage instead of blundering by moving the rook

It would have been really funny if you beat a cheater it was possible since he looked like he completly threw at least to me I like cheaters cause either 1. They get banned and I get my elo back or 2. They missclick and blundner free elo

You played well in my opinion (though I'm 1600) 
After sitting down and looking at your game, I think on Move: (15) maybe playing
15. Rfe1 might have been stronger than 15. Rfd1
15.Rfd1 allowed the tempo winning bishop threat 15... Bg4 and making you push the F pawn to a white square (while you own a white colored bishop: weaking your kings black squares)
Let's start at move: (18.) there is the threat: Bh7+ with the discovered attack on the queen,
Pushing 18. c4 allowed black to gain space and you ultimately did give black the Isolated queens pawn, and you are blockading it with a minor piece (noice).
(but your passed C pawn is the same color as your bishop and that pawn is now a target for black.)
At move 21: White & Black both have passed pawns.
(same colored bishops and most of your pawns are on the same color as your bishop)
Seems like there are 2 options. 
A. Push the C pawn to glory 
B. Stack whites rooks and target blacks D pawn 
Plan A: I can understand the purpose of 21. Qc2 wanting to move the queen to add protection to the passed C pawn seems reasonable, but this seems like a waste of tempo and allows black to mobilize his rooks.
Plan B: Stacking the rooks and then later playing Qh4 to target the D pawn.
(21. Rd2) and then later maybe Rook on the A file to D1 and then Qh4
(or even maybe moving the Rook on the A file to C1 to protect the C pawn for a later push.
Seems both plans are solid but Plan A seems a little slower than Plan B.
(sorry to hear that the opponent was cheater; at least they are banned)
