I *think* I understand your problem. Let's say you start to move the rook on d4 (hypothetical example), then you change your mind. You place the rook back on the d4 square, but Arena doesn't allow you to move a different piece.
I think that all you have to do is to click on the d4 square to deactivate the move in progress, then you'll be allowed to move a different piece.
