This is a very instructive game! A lot of amateurs can learn a great deal from this game.
Would you say that white is in zugzwang after the 13th move?

Yes, I think it can be termed a zugzwang of sorts. I'm no master, though, so take my answer with a grain of salt...lol

No, white is not in Zugzwang. White is just losing the queen. Zugzwang means that any move you can make makes your position worse and you'd be better off not moving at all. If white were able to not move at all and just "pass" black just takes white's queen, so this doesn't help white and hence, white is not in Zugzwang.
