Caro-Kann Question!

Why is h4 the top engine move here before a3, why not a3 first?
Is it because taking space on the king side is more valued to prevent g5, because the bishop can just be captured by b2 anyway if it tries to capture the knight?
 
Interestingly, before playing a 7th move, the engine says a3 is the best move, but if you play a3, it says h4 is the best move.

a3 isn't thematic in this position. h4 seems to be a trap but it allows black to play ...h5. From what I remember of the old openings books pre-engine, written in the 80s, which was the best period of all for books, g4 is correct.

No forget that. 4.c4 seems wrong. I don't think this is a main line for white at all. Why play 4. c4? I don't understand that. White is mixing systems. I thought it was a Caro Advance variation.

I wanted to experiment to see how it would do vs Nf3 since it's less popular than other options but still the 5th most played move.

As a beginner, what I can see is that if black takes this pawn with dxc4, that just helps me develop my light square bishop

There is a trap that starts with h4. That is why. Black must react to it the next move or they lose the bishop on f5.

That's just the trap which no player of the CK is going to fall into, although beginners might. The idea of the CK Advance for white is that white gets an endgame advantage after advancing the K-side pawns, forcing the B back and then playing Bd3. I think playing c4 loses control for white.

Yes definitely. Black played Bf5, so is unlikely to waste a move pinning the N on f3. It's a completely solid move. 4. c4 doesn't have much point although some people play it. Black can wait til the Bf1 is moved and then ....dxc4. Hence sometimes they push .... c4-c5. It cramps black a bit but it's another development move used up.
