This is perfectly feasible to me. White's Rook being somewhere on the A file but not a1, and the other Rook being somewhere on the 8th Rank but not h8 with Black's King on h2 (perhaps being there of having captured a Knight). White to move 1. Rh8+ leaving Black with only two options g1 or g3. Choosing the poorest Black selects 1. ... Kg1 2. Ra1#. While silly making that move, it is equally silly for Black not to have just resigned.
