If you suspect someone of playing suspiciously you should report them.

You would spend more time reporting than playing. Just block them or anyone from a country. I have blocked over 100 players from only 2 countries, don't play just abort when matched, and I've noticed almost no bad sportsmanship or cheating since doing this.
