Could I have won?

I was wondering if I could've won, and please any advice would be great aswell.

first off, your queen made several questionable trips to g7, without achieving anything.  I was confused by 3.cxd5  as it does not follow the queen's gambit lines. however, you did manage to push the queen while developing pieces- a major plus.

6.f3 is a bit dubious, though- what does it achieve?  6. nf3 seems more logical, as it develops yet another piece.

9.Be3 is also confusing to me. it blocks the e pawn from promotion, which also blocks the king's bishop from development.  perhaps 9. nf3 then 10. e4 would have been stronger.

however, it was a nice game, especially playing a higher rated player. instead of 21 n e5, which only loses a pawn, n h4 could have been more true to your playing style.

3cxd5 is a good move, 2...Nf6 Marshal defence is a dubious line. The higher rated player's opening play wasn't very impressive really. Think could have a big advantage with 6.Nf3 followed by e4.

                    In final position, think black's ok after 21...NxN 22BxN BXB 23 QxB Nc4. If instead 21.Nh4 I thought 21... Qxa2 caused some problems,i.e 22.NxB Qa1ch 23 Kc2 Qa2ch 24Kd3 Nc5ch. However,white has 21BxN RXB 22Qd6ch. So maybe 21Nh4 is a good move.

 3.cxd5 was meant for him to eat with his knight and I could do e4 taking the center or bringing his queen out early and  letting me develop for free.

6.f3 was stupid, my plan back then was to follow it up by g4, now that I see it that would just screw up my king's side.

9.Be3 was meant for me to take the free file, and hopefully castle soon after doubling rook-queen up on it.
