Does estimated performance rating given by Analysis take into account time control?

I used the chess.com Analysis feature on my last online (1+1 bullet) game.
Two questions:
1) It gave me a performance rating of 950. Does this take into account the time control? Obviously I would make fewer mistakes if I was playing with a slower time control:
2) It gave me an accuracy of 69%. Is this “absolute”, I.e. independent of the time control?

I don't believe time control is taken into account.
