That is weird. Why not play anything else? My best guess is that black it almost finished development and white may be considered over extended, and hasn't even castled.

Either you made some kind of error in the PGN or your engine settings are bad. Stockfish very quickly indicates that be5 (for example on move 15) provides white with a large advantage. It could be either, but white dropping the queen on move 11 and black not noticing it (and doing it twice more!) suggests that there is an error in the PGN.
Assuming that the first diagram is accurate and the game is just messed up, its not remotely surprising that white needs to take the draw because white is down so much material and has no way to get other pieces involved. Once in a while, queen and knight is sufficient on their own, its a powerful combo, but here white is just down too much and it would take too long to get anything going.
Someone played the london system against me last night OTB, and I was not familiar with it, so I was analyzing the position. Surprisingly, two different engines show this as a draw with perpetual check being the only good move. I thought this was an oddity and wanted to post it and see what others thought or if they could find a better move for either side.
