Excuse my ignorance.  Why not 16 ... Bxe1?

And why did Fine resign?

16...Bxe1 17.RxB would certainly be possible, and would not alter the situation significantly. Fine resigned because if he plays QxQ his Q gives up its protection of the f6 square, so Fischer would mate with Bf6+. And there's nowhere the Q can go to prevent the mate.
