No, 1 Ned3 Nc4 and the other Knight is pinned. Nec3 was my 1st guess as well.
My 1Nc3 looks like it fails to ....Qe5 defending both Bxd5 and Rd6.

Here are the three solutions I've found that stop black every time. (All other black moves can be met with Rd6#)
