I think that a brilliant move is rather really hard and not expected but good move. Sometimes it can just be a simply good move.

I think it's compensation for all the descriptions of moves as blunders and mistakes, so they wanted to bring in great moves and brilliant moves to sort of make people feel better.
In my understanding it has less to do with feelings and more that the computer factors in a prior material deficit to it's weight in the moves, especially considering the impact offering material seems to play. I didn't write the code though so I could be entirely wrong here.

I got 11 brilliant moves in rapid and 2 brilliant moves in blitts 11+2=13 brilliant moves!!!!!!!!!!!!
I've recently seen a spike in the amount of brilliant moves I've done, so I now have a good bit. I think brilliant moves have gotten easier to obtain, which is what I've noticed some other people saying too.
But yes, they were very hard to get in 2020, when this forum was written.
I've played one brilliant move. It was in a game against a bot. The idea was to sacrifice my queen for a bishop. Because that bishop was defending a pawn on the other side of the board, I could take that pawn with my rook, and one move later win the game.
The most simple way to understand how the computer determines brilliancies is as a move which is the best by a large margin and which offers your opponent material in some way. There's more to it I believe, but that's practically it. With that in mind they aren't too rare for tactically minded players willing to sacrifice- usually I'm more level headed when attacking, but I I had one game with 4 (over the board, I was Black here):
