I was out of ideas on move 24. I have space in the centre and the half-open c file, but there does not seem to be any concrete way to put them to use. Targets could be a5 and c7, but there is no way to put pressure on them. Is white's only option to rearrange their pieces so they are in their best spots when black eventually breaks through on f2?

You've basically won the game. Don't worry about the other 2 pawns, and just use you king and queen to win the pawn that's almost promoted, and then deliver checkmate.
