I feel like im pretty good at chess, but my rating is 400

I'm no expert by any means, but focus on improving the areas where you are week, puzzles and studying tactics should help, chess is a complicated game, and can be a cruel one, doesn't matter if you dominate the early stages or the middle game, if your check mates you in the end, or forces a draw or stalemate, that's fair, even if it doesn't seem to, being able to draw and stalemate are also skills, and not being able to checkmate or take advantage of your position and development in the endgame, that's a weakness. 
But, if you can hold your own against higher rated players, then I'm sure you can improve in the areas where you might lack something. Also, while it would be nice t say that elo doesn't matter, it matter to most of us, but due to the design of the rating system, if you play enough games, your elo will eventually reflect your skills better, it "autocorrects" itself.
In the end, even if it sounds cheesy, what matters is that you keep enjoying the game.
