I've had 100% games and I'm terrible, literally the worst player.
It all depends what your opponent does - if they play a known opening trap, and you know the sequence, instant 100.
This probably happens way more at my garbage-tier level of play, probably. But - it is in fact possible.
Yes, a Scholar's Mate will get 100% accuracy. White should have blocked the Black Queen with its Queen on f3 and then defended it with Nd2.
Here is the actual answer:
The accuracy percentage is based on a computer's ability to analyze the position. If the amount of moves in the position is within the computer's capability to compute fully, you can achieve 100% accuracy. Anything outside of the compute ability would (at best) be 99.9...%
I'm really not sure what the upper limits are without doing more research into the computer analysis depth versus the Shannon number... I'm sure someone could do the needful.
I have multiple games with 100% accuracy they are all 10 moves or less generally players falling for known traps in main lines. IE smother mate in Budapest gambit or the quick mate in the poison pawn reti gambit variation.
yes, you'd need to get the exact moves that the chess.com engine has with the configured SF depth. It certainly is possible, but very unlikely
Had another 100% yesterday 13 move 30 minute rapid Game starts out with game 8 book moves blitz out I'm black. 1e4 c5 2 Nf3 e6 3 Nc3 Nc6 4 d4 cxd4 5 Nxd4 Nf6 (4 knights sicilian starting position) 6Nxc6 bxc6 7e5 Nd5 8 Nxd5 cxd5 9 Bd3 Qc7
At this point i cant exactly remember the right move but Qc7 looked natural its where it normally goes in this system it hits whites pawn and makes use of the semi open c file i play it after thinking for less than 30 seconds
10 Qe2 .... bb4 .... at this point I'm out of book at think for about 3 minutes trying to come up with a plan I realize i can still play bb4 which you always want to play in this system even though it looks like the pawn can block since the queen forks the rook and king after.
despite having not used even a single minute of their clock time in a 30 minute game my opponent instantly plays

The last three moves by white were all played in a few seconds.
Getting a 100% accurate game is not difficult if the game ends in few moves in this case the only thinking i did the whole game was calculating 10 bb4 and that's all it takes sometimes to have a perfect game an opponent playing poorly or in this case not using any of their time at all. I think this is the most moves I've seen a 100.00 after usually when i get them they are 10 moves or less.
But is good from a human strategical point of view
