Easy answer: Yes, 4.Nbd2 is a blunder as you might have noticed yourself after blacks answer. Of course, it would've been surprisingly easy to stop the knight from taking that pawn. Any other move than 4.Ndb2 would've made it possible to play 5.Na3, and 4.a3 would've made it impossible for black to carry out his threat.

 

For the other move, I don't see how black playing b5 would help at all since it would be countered by 13. cxb6 e.p. and thus also loosing the knight in the next move.
