Black has the infamous 2-2-2 pawn structure which I heard one GM describe as "a graveyard."
Black also has long term problems on the dark squares and with king safety.
In this type of French it's black who relies on active pieces to balance his poor long term prospects, so I'd say you got it backwards. Black needed tactics, and black has already misplayed.
