A patzer does not necessarily have a low rating. Yes, most patzers play chess for fun but they can improve naturally not by research, but by experience. For example, player A may fall for the Scholar's Mate the first time he plays, but if he plays a second time and his opponent goes for the same strategy, he can expect it coming and avoid/counterattack it. So, a patzer may reach from a low rating to a high rating depending on how much he plays. :)

If both players play perfectly, the game ends in a draw.

There will be always mistakes, innacuracies, blunders (patzers or not).

14. Qf5+ Kh6 15. Nf7# is a mate White missed. 26. Qxb7 is also something White missed. Overall, Marco only managed to survive due to White's blunders. If White played more carefully, Marco may be the one losing.
