TLDR: Is this game cheating? 1200 played like a GM

Just played this game against a player I know to be on the weaker end, and his move timing/accuracy seemed very irregular as I was playing them. For some context, he is rated around 1200 but has beat me in the last two RAPID games we've played; the first game with a 100% accuracy, this game with 94%. But what's specifically remarkable about this 94% performance is he took about 4 seconds per move routinely and never stopped to think too much over any particular move, even when I introduced counterthreats. Specifically, I find the sequences 19. ... Ne6 followed by 20. ... Nd4 to be extremely suspicious/engine like, as he maneuvers his knight out of the way just to be traded on another square? Seems like an engine-like idea. Then again, 33. ... Nd7 was suspicious as well as how quick they were to play 44. ... a3 completely disregarding my counter threat. I feel like even a good player (without the aid of an engine) takes at least 10-15 seconds to consider the counter threat at move 44, but he straight up plays a3 in 5 seconds. What are your thoughts, maybe to those more experienced with this type of play?
TLDR: Player I know to be weak plays extremely quickly and accurately with engine-like ideas, wondering whether they cheated or not
