What does this indicate?

i was analysing a chess game. want to know what do these little bars & numbers (3.3, 17.3) on the right side indicate? on hovering cursor no indicator appears. these don't seem like advantages or accuracy of move..

It stands for the time it took the player to make the move. For example, it took white 3.3 seconds to make the move Kh1.
