oops, that rook is blocking the passed pawn, I forgot to move that piece when I was setting up the board.

I would say white has a game-winning advantage here. He is clearly better. (Not just because he's a pawn up! )
The first plan that springs to mind is to put some serious pressure on black with the advancement of the h-pawn. This is going to cause black some headaches very soon... once the pawn reaches h7, black's rooks are tied to the backrank for a start, and white's pieces are SO much more active!
Here's a possible continuation:

i'd go Re7, dislodge that h7 rook, after the exchange (rxg7 hxg7), you can queen with check or at least force his pieces onto the back rank to defend it, you can then swing the other rook onto that file and force it forward.
if i was black and i saw (Re7 ...) i'd resign, there's no way to stop it without losing a lot of material.

To the position: white is clearly winning. Up a pawn. Not just any pawn, a passed h pawn. Better pawn structure in the center. Better bishop. Good square for the bishop. King safety is ok for both sides.

I fixed it allready
So I got to this position in a game and was not sure how to proceed, I didn't feel as if either myself or my opponent had much advantage at this point and I really wasn't able to come up with a plan.
White to move, what should be the plan and are there any moves or combinations that are there that I'm not seeing?
