He was bored to play on/disconnected/clicked in the wrong place who knows (it would be polite to hide the handle of your opponent if you post their loss/resigning/etc)

Neutral or slightly better for white? heh white has a nearly winning (probably already winning) position when he resigns.

 

Better ask him why. Perhaps he had to go somewhere.
