why is this the best move? White KB1

I am a beginner and my ability is poor. Can you help me understand why the best move for white is to move the king to B1?

Its considered safe haven. You have better development than your opponent. Ill assume this was your move to play after castling. If so safer square for king go begin attacking as he can only be checked by a rook to the 1st rank

I would say it this way:  black will play na5, nxb and c5, opening the cfile.  Getting the king off the file which will open, makes sense.  HOWEVER, as to why white does that NOW, rather than trying to start some sort of attack on the kingside (say h3 or rg1)?  That is a harder question - I suspect the answer is that black's attack will come faster and we will need the king off the cfile - but I am not sure, and we may need a master to help us.  

The natural white move ne5 is probably less good because it lets black trade off the strong white knight and immediately play c5.  Whereas after kb1, if black goes after the bishop with na5, that is a much less active piece, all blocked in by pawns.
