Black just play Bg4

The initial reaction for White may play Be2 to avoid double f pawns , but the engine suggests h3 for White

There’s nothing wrong with Be2 to prevent double f pawns. I would probably also choose Be2 over h3. I believe the reason for h3 is that the engine prefers the advantage of two bishops, which will become apparent when the position opens up later in the game, even if it costs him doubled pawns on f file. One possible advantage of the f3 pawn (after the exchange) is that it can move to f4 to protect the strong e5 pawn.
