Later in the game, black seems to have had the same idea. Stockfish shows -2.00 but black played f5 giving back the disadvantage. Is there similar reasoning or are both white and black NOT supposed to play their f pawn for different reasons?

Why not target f7 here? If f4, exf4, Bxf4 and Bh5 the queen can come in and finish the job with Qf3. Why does Stockfish want the rook to move over to a plugged up e file?
