I don't think Qe5+ is so bad that it deseves a ?!, but you're right it isn't best and Qa5 is better.

The only good third move for Black in the Scandinavian Defence is Qa5. I learned that after watching the game Kasparov-Letterman which ended in a humiliating checkmate for by Kasparov at move 23.

Qd6 is also respectable.
And 3 ... Qc6 is just silly, although a few have played that against me, lol
