Yes, that's about the level I'd expect from a 1300 online player.
Actually, I'm less than 1300 live, and I don't think I've ever played a live game so badly. And I would expect much better from a 7-day online game. He hardly made any good moves! And how could he drop his pieces so easily? OTB, he would probably be rated under 1000.

It's usually the norm for the chess.com turn-based ratings to be 100s of points inflated from OTB ratings. Live ratings I think tend to be more close to OTB. Also, most people will move just as fast in turn-based as they would do in live.
