Whites defense is pretty easy, which allows white to pawn storm black and defend at the same time.
Or... you just wanted to have some fun insulting someone, and now that you're actually looking at the game it's hard to justify it.
It is hard for <2000 fide to play because as black you need to slowly build up your position before breaking through(assuming that white plays badly) which is difficult for attacking players who play this variation.

Not that rare in my experience. The total number of games in ECO C00-C19 in my personal database is barely over 20,000 and 3242 are in that "rare" line. Overall, in my games Black does slightly better than the mainline exchange. As White, I usually enter the Exchange via 1.e4 e6 2.c4 d5 3.exd5 exd5 4.d4--from the line given in the earlier post, 4.c4 is not the most popular move, but it does score better for White than the alternatives.
That line is probably objectively bad, even though it is ok in practice.
It is becoming increasingly clear that your 13.g4 was not a typing error, but what you genuinely thought was a reasonable move.
The line is solid, but offers White minimal advantage. It's thus a lot like that garbage London System that Magnus Carlsen plays.
I gotta say that your performance against that "bad" line is singularly impressive.
