Rule 11.5 FIDE
It is forbidden to distract or annoy the opponent in any manner whatsoever. This includes unreasonable claims, unreasonable offers of a draw or the introduction of a source of noise into the playing area.

Can I call this rule on that person who adjust every single piece after every single move or smashes the clock?

Yes
I lost a very important game once to a clock smasher. I should have complained about it.

Also, they're not allowed to adjust even a single piece while your clock is ticking.

Aah. Got it. Thanks for that!

Telestu, Don't they also have to announce that they are adjusting a piece before touching it? (I've never played against a human).

urk
Before adjusting a piece you should say "hikaru."

As I said, I've never played a human, but dramatic, aggressive "clock-slapping" (smashing?) is prominently featured in movies like "Searching for Bobby Fischer".  Perhaps this is where people get the idea it is ok or even expected.

I need to read the official rules and articles on OTB etiquette.

2Q1C I was completely winning when he smashed the clock and I lost the game by one second. I consider that cheating.

It probably jiggled that analog clock and it also threw me off. He knew that if I succeeded in making that last move of the time control it was all over for him. The brat who did that to me went on to become a GM.

Once the guy playing on the board next to me suddenly got a hugh cold and was loudly coughing the entire game, even though he was perfectly fine before and after the game. I think it ended up distracting me more than his opponent...
