There was one time where I was playing chess with a toxic player by the end of the game I won on time then a couple minutes later I received a message from the toxic player and it went like this "duh I just keep moving hoping I win by time even though I play like cr*ppp".

he confessed to me that he does that intentionally to throw his opponent off and distract him.

That's bad sportsmanship, falls under "Verbal Abuse/Cursing/Trolling", and is a reportable offense.

The overwhelming majority of issues I face are opponents running the clock or abandoning the game after a blunder or when they are clearly losing. I was informed that accounts showing a pattern of bad sportsmanship behavior get restricted, and placed into a pool where they will only be paired with other accounts flagged for bad sportsmanship. So I report it every time that it's clear it wasn't just a bad connection.

I also report trolls and distractors.

I had a guy who stalled to timeout and blocked me after he tried the Scholar's Mate on me and got absolutely destroyed, even after my brain went on autopilot and I lost my queen. He immediately got too excited to use his queen in an attempt to eat all of my pawns, completely missing the checkmate threat I was quietly setting up with my rooks and bishop pair until it was too late.

I also have quite a few stories of people raging at me when they blundered their queen in a hilarious manner, but I'd have to ramble on for quite a while if I did that.
