I am a fairly new chess player. I am not yet comfortable 5 or 10 minute games for ELO.  Are 30 minutede help. rated games available and if so how to I set one up? Thanks for

You just need to click the time button to choose the time control you want and make sure the rated toggle is on

Thanks to the increment you can always win a won position or draw a drawn position.

The time control is available, but in my experience, no one will be paired with you. (Likewise, I really enjoy 10+5 on [the other site] but if I choose that time control here, I never get paired.)

It never takes me that long to get matched in a 30 min game. It takes longer than other time controls because there are less people that play 30 min, but at most for me it takes 5 minutes.

You should be able to set a timing, though getting paired with another suitable player may not be the quickest - unpopular controls may take quite a bit of time.

It depends on your rating. Usually the higher up your rating goes the less people there are near your rating, so it takes longer to get a match.

That makes sense. I started out playing 30/0 but I never actually needed that much time and often enough I'd have an opponent stall once they started losing, so I switched to 10/0 to limit that.
