It appears as if the ranking system only has 309,000 elements, whereas the site has more than 2,000,000 signed up. I think those figures make it fairly clear that all sorts of subsets are not included in the final calculation. I would hazard a guess that the set of "all those members who have never played a game" is not counted.

it counts all people who have played at least 5 rated online chess games

Look through this list until you are satisified nobody has zero games played.

You will find these players and many others with one game played.

Speak not much, but understand Polish, English, Dutch, German and Russian (but it depends on what kind of letters is it, I understand the ones in books but not the ones that people use to write on paper)
