Plycounter? Not really. The only officially allowed devices in USCF events are that, MonRoi and eNotate on a very specific Dell handheld PDA (Axim I think). Of those, the latter software is no longer being sold after the developer passed away as far as I know.
Of course, the cheaper alternative is pen and paper
