For a question like that it really will depend on the exact location of those pawns, in most cases having pawns on the same color as your bishop will hinder your own bishop from moving, again it depends on the exact position though.
In the book Think Like a Grand Master, Kotov shows an excellent game of his that helps to explain this, so I recommend taking a look at that book if you get a chance
