Most people who reply will probably say yes, it is. But either way, kudos for coming up with the strategy. But be aware that you can only block a maximum of 200 people.

I think your idea is a little bit unethical, but makes alot of sense. The thing is, blocking a player does not mean you will not get paired with them in Live Blitz autopairing. I'd say if you realize a player is underrated in the 1st game, then don't give them a rematch. The underrated player will eventually get the rating up in the future anyway.

Hey PDubya, do you apply that only in Blitz and Bullet or you are also doing it in Online Chess?

A strategy for what? If anything, it sounds like a strategy to deal with not liking to lose to someone you feel is weaker than you.

If you practice chess and are actually any good, your rating will take care of itself; there will be nothing to protect.

But, if you want a good stratgy to maintain the appearance of being a good player; get your rating up to a number you like, then only play no rating games. I've seen quite a few 1900's and 2000's on this site who do this.

Of course not! Then I would probably back to 1100-1200 blitz and standard.

I only do this for Bullet chess. I'm doing it as an experiment to see if the types of players I come up against get easier. Theoretically, this should happen as I think there's a relatively limited number of players who play Bullet regularly, so they tend to keep coming up. 

Also, I find some of these players absurdly good, yet their ratings are very low. I know I used to be around 1150, and would often beat 1300-1400 players. I wouldn't blame them for blocking me!

Unethical?  I'm not sure.  You can block anyone you want to.

Petty - absolutely.  And you may be blocking a potentially good friend.

I was 1300 in bullet by playing 1/0 games, then I discovered that 2/1 was also bullet and I got to 1500 in a few games.

My intention is to obtain as high a rating as possible, with my current level of knowledge, and to see what the limit is. Playing higher rated players means I will likely lose more often. I'm gaming the system to see what's possible. Once I've achieved 1500 I will stop, do some rigorous study, and then return. I'm a statistical analyst, so this is fun for me!

I find my Online rating is totally different. I'm at 1659, and tend to maintain that level (admittedly due to assistance from the Opening Explorer). I think my Bullet chess is something of an addiciton. I don't think it is very healthy or assists my actual chess knowledge.
