If you want to improve your chess, don't bother with bullet until your blitz rating is 1200 at the very least (1500 would be better). As a relative beginner, I truely believe you will learn to play better by taking a bit of time to think through your moves, which means time controls like 10 0 are much more conductive to improving.
Bullet Blunders: How Many Is Too Many?
It is difficult to say. Obviously as you improve the numbers should decrease, but since time is such a huge component of the bullet games, it will matter less than say blitz or rapid games. Personally, if I was playing 1800 strength players and got a choice of 1min each or 1min w/o a rook v. 40 s with full arsenal, I'd probably take the 1min side

I average around 5 blunders and around 3 missed wins per Bullet match as an U800 ELO Rated Player.

Don't worry, I have games with that many blunders before, and I believe that I had even more than that before, with mixed outcomes.

If I would like to assign a number...
it's three strikes and I am out.
Three blunders by the same player in a single game should prove fatal in the game, unless the opponent does likewise as well.
