You can cheat in bullet... but not like the OP is describing.
It’s been going on for weeks now. You see your opponent’s clock going down and then up once the move appears on the board, right? It’s just some kind of chess.com servers latency issue. I noticed it too, especially with premoves.
Nothing to do with hackers, just bad servers. Hope they fix it.
There are some server issues

POV this is how you got IM (im just kidding no offence)
Well this ‘Lag forgiveness’ doesn’t seem to work. Especially with premoves in bullet games, I find that the ‘travel time’ added back to my opponent’s clock magically disappears from mine. There definitely is some other issue with the servers.

In that case, there is excessive lag between your client and the site.
