That is an English opening by transposition.
Black has played 1...e5, which is the best move against either 1 c4 or 1 e4.
In Carsten Hansen's "Guide to the English Opening 1...e5", p. 239, he notes "2 e4? is premature: 2...Bc5 3 Nc3 d6 4 g3 Nc6 5 Bg2 f5 6 d3 Nf6 and White already has problems getting his pieces developed as the f2-pawn is quite vulnerable, Colin-Gulko, St Martin 1992.
