Is it possible to win chess in 2 moves from the starting of the game ?

Yes, you can but only if your opponent allows it.

yes it is called a fools mate its a mate where you move pawns in a way where you cant defend from queen or bishop

The shortest traditional checkmate from the traditional starting position is two moves. As mejurist pointed out, not the shortest win though. 

Someone can win chess in two moves, one move, or even zero moves.
