Don't EVER joke about cheating.
False accusations of cheating have lead to long suspensions.
For example, a father, who was also a FIDE chess player, within the last decade, had either a son or daughter (don't recall which, in the incident, a boy was playing against a girl) that was playing in what I believe was a scholastic event, though unsure, and the father accused the opponent of cheating, probably because they found a good move that a person their rating wouldn't normally find. He had no other basis for the accusation.
He was banned from all FIDE rated events for 18 months.
Joking about cheating will get you into huge trouble.
As far as that other incident, don't ever assume cheating on the basis of a single move. As a 2038 player (most up to date over the board USCF rating), I made a move yesterday that was hard to find on the basis of a few tactical aspects, but there was another factor about the move that I did not realize at first until about a minute after the move that made the move even stronger than I originally thought it was. I would bet dollars to donuts that whatever this great move or great series of moves was probably involved a similar thing where the kid probably saw one or two factors that made a move good and likely did not see every factor, and it just so happened that what he or she did not see happened to work in their favor. Happens all the time at the amateur level.
So long story short, don't ever joke about cheating, and if you are going to accuse someone of cheating, you better have the evidence, or else you yourself can get in a heap of trouble. As shown above, people have been banned, even from FIDE, for false accusations!
