Cheaters and bot users

I'm a little dissapointed to see people using bots to cheat and win just to achieve high ratings . I've encountered one recently , here's his profile [naming & shaming not allowed -- MOD]

Apparently , he won all standard games and had 1.8k standard rating but for blitz and bullet , he has only 1k , probably because he didn't have time to use bot. How did i know? i've analyse my game and some of his games and found out that every move of his are suggested by Chess Engines.Besides, he even took a while on obvious moves and main lines.  Sometimes , he simply makes a move to make himself less suspicious, it's just really obvious, 

Chess is supposed to train our focus and mental strength , but unfortunately this person is defeating the purpose of it. Is there a way for me to prevent myself from matching with him? Not to run down the country , but all bot users (yes ALL) ive encountered are from India.
