Smurfing is when someone intentionally plays against weaker opponents in order to get easy wins, usually on an alternate account.
I think game review is pretty neat. Maybe not valuable for everyone, but learning, it helps me.

His rating would be safe. Literally no chance of 2300 losing to 200 unless its a cheat or some mad sandbagging. He's just a troll. He knows there are people on here who don't understand that accuracy is subjective to who you play against. Hey if I play a 1000 I'm likely to get 90% accuracy. Doesn't mean I would get 90% accuracy playing against a 2300.

The correct answer was given already, multiple times. No need to look for weird circumstances when the thing is completely normal.
