Disconnect Draw?

I was playing someone and after about 25 or so moves I had a winning position with plenty of time to convert.  Unfortunately, my Internet connection dropped - very frustrating.

When I got my Internet back I saw that the game was a draw.  Did the person I was playing claim a draw or was it something that the Chess.com engine do (or something else)?

Your only draw is an insufficient material draw with bare kings

I wonder then why I returned to a draw, and my opponent not winning on time.
