Yes. There are actually some colleges out there where chess is a major factor in their education and their student growth. Also income and popularity come into play.
Do you believe in chess scholarships?
Only if the student is academically qualified for admission to the school, and maintains good grades and makes good progress toward graduation.
I would not want to see chess scholarships work like scholarships for some of the more high profile games work at some schools, where a good player can get admitted and given a scholarship even though they would not normally qualify for admission to that school.
With sports like football, such things can at least be somewhat justified at some schools because those programs are profitable for them. They bring in enough money in ticket sales for their games and in donations to not only pay for the facilities and coaches and other staff for those programs, but also to pay for sports that lose money (everything other than men's football and maybe basketball) and for other games (like chess).
