If you were offered the chance to play a game from this starting position would you prefer to play as Black or as White? Why?

It is equal: white is 3 tempi ahead in development and that fully compensates the pawn, but no more.

I prefer play as white, because I think white have more developed pieces than black

There have also been three master level games that reached this position (in 2013, 2014 and 2017) two of them were draws and one of them was a win for black.

It should be a draw, but white must play accurately to make good use of the 3 tempi, otherwise black wins with his extra pawn.

Black has a static advantage and White has a dynamic advantage.

That is correct, but white must make good use of his dynamic advantage otherwise it evaporates and all that remains is black's static advantage.

I prefer black: After c6 Be3 Ne6 Ba4 Be7 black has the advantage as being up a pawn. whites hanging and lose pieces slowed down whites attack

It's soon to be 4 tempi because blacks queen will eventually have to move again because of another developing move by white when a rook goes to e1.

I'd pick white.

But black will also regain a tempo playing ...c6 and ...d5 with attack on the white bishop.

i would prefer white because more of whites pieces and his king has castled to safety.

Looks more fun to play for white but I dont like that the bishop is under attack and can get traded by the Knight. I kinda like to keep the bishops when the position is open like this.

That's a very difficult question. I don't think black is lost and therefore I would take black. If black isn't actually already lost then black should win. I'm looking at straight development for black. I think Bd6 loses immediately, so it's a choice between the three remaining bishop moves from f8.

White. White has lead in development and blacks Queen is exposed and blacks King has not castled. Black is not lost here, but I think whites position is easier to play.

I'd take Black's pisition. I could trade and develop with threats and get rid of that 3 move advantage fast enough.

White has too much development here and is already threatening rook e1... The engine might think black is fine but a human is going to have a real hard time playing this as black, so definitely taking white here.
