Yeah, that's how tournament play works as well as rated games but it depends on their initial ratings.

You don't steal points, you win them. When two players play a rated game they're betting with their rating points. If one wins, the other tanks, and the (odds-adjusted) points are shoved across the table.
Do you "steal" rating points from other people in tournaments? For example, I play someone and I win and I got 10 points and he loses 10 points.
