If it's your opponent report them. If it's family or friends ban them from where you play at. Elo isn't always easy to get back.

practice thinking and calculating faster so that distractions have less of an impact. You can't control what other people do, but you can control what you do.

Don’t worry about it. Rating points are meaningless. when I play online, I almost always am doing other things—watching a movie or a ball game. Losing 8 or 10 games due to distractions is normal for me. If your rating is legitimate, you will get those points back.
