Doubt about a rule

This was the final position against an instructor (me black, white moves), but the computer gave me draw. I thought that, as white could move f4, it was mate. Am I wrong?

f4 would be illegal since the rook has pinned the f3 pawn to the h3 king (meaning you can't move it because elseway you'd be in check). All the king's squares are covered by the queen or his own pieces. The other pawns can't move neither, so this is a draw by stalemate (meaning that you are not in check but you can't move neither)

Ok, thanks. But it's a strange rule, maybe a memory of when wars were more chivalrous . .
